    Biosafety decisions and perceived commercial risks: The role of GM-free private standards

    "We herein investigate the observed discrepancy between real and perceived commercial risks associated with the use of genetically modified (GM) products in developing countries. We focus particularly on the effects of GM-free private standards set up by food companies in Europe and other countries on biotechnology and biosafety policy decisions in food-exporting developing countries. Based on field visits made to South Africa, Namibia, and Kenya in June 2007, and secondary information from the press and various publications, we find 31 cases of interactions between private GM-free standards and biosafety policy decisions in 21 countries. Although we cannot infer the direct involvement of supermarkets and food companies in biosafety policy processes in developing countries, we find that by setting up GM-free standards, these actors are indirectly influential via their local traders, who face the possibility of exclusion if they do not comply with the standards. Organic producers' and anti-GM organizations also play a role in spreading perceptions of commercial risks that are not always justified. By comparing cases, we differentiate three types of relevant commercial risks: real risks, potential risks, and unproven risks. We then identify two critical, yet misleading, presumptions perpetuated by the various interest groups to spread the fear of potential or unproven risks: the infeasibility of non-GM product segregation and the lack of alternative buyers. We also find that information asymmetries and risk-averse behaviors related to perceived market power can help insert unfounded export concerns into biosafety or biotechnology policy decisions. The results of our analysis are used to suggest a simple framework to separate real commercial risks from others, based on five critical questions designed to aid decision makers when they face pressures to reject GM crop testing, application, consumption or use for fear of alleged export losses.     Biosafety at the crossroads: An analysis of South Africa's marketing and trade policies for genetically modified products

    "South Africa is the only country in Africa that has both adopted genetically modified (GM) crops and developed a functional biosafety system to manage any risks related to the use of GM products. But it is also one of the only countries that trade both GM and non-GM crops, despite being surrounded by countries banning the use of GM products. In this paper, we analyze the marketing and trade policies for GM products in South Africa that have been successful in the past and critically review recent reforms to these policies. By providing trade volume estimates of potentially GM products, we show that South Africa is effectively a significant exporter and importer of both GM and non-GM products. We then show that although its import approval system has been effective, recent reforms have allowed regulators to use biosafety regulations as an apparent nontariff barrier to trade. On the export side, South Africa has been able to adapt to each specific demand, but potential export risks have gradually entered the decisionmaking process through the inclusion of socioeconomic considerations. On the marketing side, we show that although non-GM maize segregation has been successful so far, it has generated some adjustment costs and could be improved. At the same time, by excluding all current GM products, the GM food labeling regulation in place has not been fully satisfactory and is bound to change; it could be heading toward a strict mandatory system, despite limited public demand. Therefore, there is a clear movement toward more costly and rigid trade and marketing regulations for GM products in South Africa, with local special-interest groups having an increasing influence on decisionmaking. Yet, the past 10 years have demonstrated that South Africa's success in taking advantage of biotechnologies under changing global conditions stems mainly from its adaptation capacity and the flexibility of its system.     Bt Cotton and farmer suicides in India: Reviewing the evidence

    "Suicides in general, including farmers' suicides, are a sad and complex phenomenon. Hence, their underlying causes need to be addressed within an equally complex societal framework. Here, we provide a specific case study on the potential link between technological choices and farmer suicides in India. Although officially recognized for having increased production and farmers' income, Bt cotton, genetically-modified, insect-resistant cotton, remains highly controversial in India. Among other allegations, it is accused of being the main reason for a resurgence of farmer suicides in India. In this paper, we provide a comprehensive review of evidence on Bt cotton and farmer suicides, taking into account information from published official and unofficial reports, peer-reviewed journal articles, published studies, media news clips, magazine articles, and radio broadcasts from India, Asia, and international sources from 2002 to 2007. The review is used to evaluate a set of hypotheses on whether or not there has been a resurgence of farmer suicides, and the potential relationship suicide may have with the use of Bt cotton. We first show that there is no evidence in available data of a “resurgence” of farmer suicides in India in the last five years. Second, we find that Bt cotton technology has been very effective overall in India. However, the context in which Bt cotton was introduced has generated disappointing results in some particular districts and seasons. Third, our analysis clearly shows that Bt cotton is neither a necessary nor a sufficient condition for the occurrence of farmer suicides. In contrast, many other factors have likely played a prominent role. Nevertheless, in specific regions and years, where Bt cotton may have indirectly contributed to farmer indebtedness, leading to suicides, its failure was mainly the result of the context or environment in which it was planted.     Genetically modified maize : less drudgery for her, more maize for him? Evidence from smallholder maize farmers in South Africa

    Genetically modified (GM) crop technologies have made great strides since its first introduction in 1996. Although there is an extensive and growing body of literature on the economic impact of the adoption of GM crops in both developing and developed economies, there is only scant evidence that the technology has had any specific and distinguishable impact among female and male farmers. In economies where female farmers and female household members have a significant and often differentiated role in agriculture production, it is crucial to be able to answer this question. This paper presents quantitative and qualitative results from a study of the gender-specific adoption and performance effects of insect resistant (Bt) and herbicide-tolerant (HT) maize produced by smallholder farmers in the Kwa Zulu Natal province in South Africa. The findings indicate that women farmers value the labor-saving benefit of HT maize alongside the stacked varieties which offer both insect control and labor saving. Higher yields are the main reason behind male adoption, while female farmers tend to favor other aspects like taste, quality, and the ease of farming herbicide-tolerant (HT) crops. Women farmers (and also children) saved significant time because less weeding is required, an activity that has traditionally been the responsibility of female farmers. The newer stacked varieties were preferred by both male and female farmers and seemed to be in high demand by both groups.     Reviewing South Africa's marketing and trade policies for genetically modified products

    South Africa is unique in that it has commercialised genetically modified (GM) crops and has a functional biosafety system, which allows for trade in both GM and non-GM crops, despite being surrounded by countries banning the use of GM products. This paper analyses the past achievements and evolving changes in marketing and trade policies for GM products in South Africa. A quantitative analysis of South Africa's GM imports and exports demonstrates the success of South Africa's flexible regulatory system. Yet a review of recent reforms indicates a trend towards more rigid trade and marketing regulations of GM products. This paper suggests five policy recommendations to improve rather than rigidify regulations and allow South Africa to adapt to global changes, manage risks and take advantage of potentially promising new GM technologies.GM products, international trade, biosafety, South Africa,

    Capacity Development as a Research Domain: Frameworks, Approaches, and Analytics

    Strengthening national capacity for designing public policies and program interventions is fundamental for achieving development goals. Yet results of capacity strengthening programs have shown mixed results in the last fifty years. Capacity development, as a field of scientific enquirty still lacks a unified framework among development professionals. Capacity development is defined as the process by which individuals, groups, organizations, institutions, and societies increase their ability to perform core functions, solve problems, define and achieve objectives, and understand and sustainably deal with development issues. The concept of capacity as an integral component of development agendas is not new, yet it has only recently been acknowledged that development plans and goals cannot be achieved without adequate local capacity. Increased attention to the lack of capacity and the absence of relevant institutions has brought to light their importance in the successful design, implementation, and evaluation of development plans, programs, and policies. Despite this now common wisdom, research-based information on how to strengthen institutions and institutional capacity in developing countries is severely lacking. This paper attempts to review the emerging theories, frameworks, approaches, and analytics of capacity development. After developing a rationale for capacity development research, it presents potential research themes. Arguing for a new economics of capacity development, it concludes with some possible impacts of considering capacity strengthening as a research domain

    GM-free private standards and their effects on biosafety decision-making in developing countries

    We provide a comprehensive review of international cases where GM-free private standards set up by food companies in developed countries have influenced biosafety policymaking in developing countries. We find 29 cases where private importers have directly or indirectly affected policy decisions in 21 countries. Most of the cases relate irrational fear of export losses to excessively precautionary decisions. These cases are based on two generally misleading premises: the belief that Europe or Japan represents the only market for exports, and the perception that non-GM segregation is infeasible or prohibitively costly in all situations. Our study also demonstrates the importance of information asymmetries across countries and agents and the role of risk aversion in seemingly irrational decision-making. The combination of these four factors helps us explain why presumed but unproven expected commercial losses still represents a significant impediment to biosafety policymaking in developing countries.Genetically modified food Private standards Biosafety International trade
